Last month it ditched a special deal under which major shareholder James Packer was given secret financial information not shared with any other shareholders.
It also promised to fast-track its new digital money-laundering surveillance system and establish a compliance team separate from the money-making parts of the business.
Then by Tuesday it promised not to deal with junket operators unless they are licensed by authorities — something that would require changes to the law in Victoria and NSW.
Finally on Wednesday it conceded that money laundering probably took place in bank accounts controlled by two of its subsidiary companies.
Crown failed to include them in its anti-money laundering reports to Austrac and at least two banks closed them down because of money laundering concerns.
Crown executives and directors have been asked repeatedly about these matters. The lateness of the money laundering concession visibly angered Bergin, who has watched footage of hundreds of thousands of dollars in cash being ladled out of shopping bags in a room at the Melbourne casino run by junket operator Suncity.
Thumping the table, Bergin wanted to know why Crown delivered reports detailing the probable money laundering to solicitors assisting the inquiry at 11pm the previous night.
In another ominous sign for Crown, she said the lateness of the crucial admission was a factor she would take into account when deciding whether the company was fit to hold a casino licence.
Hearings are in their final stages, but Crown dropped a bombshell by tendering the money laundering admissions late last night.
ILGA chairman Philip Crawford said: "We had no notice that was being done, I don't think the Bergin inquiry or counsel assisting were aware of it and it's come at the eleventh hour, literally — apparently last night.
Mr Crawford said the ILGA had been "surprised" by Crown's admission and was "not comfortable" with it opening next month.
Commissioner Bergin is due to hand down her findings in February, and Mr Crawford said the ILGA would reassess its decision after reading them.
Mr Crawford said the ILGA had attempted to work with Crown to allow other parts of the development to open. We're not comfortable with that.
In a statement released by Crown on Wednesday afternoon, the company acknowledged gaming was now off the table but said there were plans to open other parts of the Barangaroo development next month.
The inquiry has been examining evidence concerning suspicious activity within the VIP accounts set up by Crown.
The operation saw millions of dollars deposited for high-rollers to play at Crown's casinos in Melbourne and Perth.
The accounts were operated by two companies controlled by Crown known as Riverbank and Southbank. Crown barrister Robert Craig SC on Wednesday said the company accepted the suggestion that a form of money laundering known as "cuckoo smurfing" was likely occurring, whereby large transactions are broken down into smaller deposits to avoid detection.
The hearing has previously been told Crown's board was unaware of the suspicious activity, flagged by the banks and later raised with senior staff.
If Crown can salvage its core gaming business, it may be forced to cut ties with major shareholder James Packer as Counsel Assisting urged the Commissioner to ban Mr Packer from associating with Crown.
The probable money laundering was identified in reviews by consultancies Initialism and Grant Thornton. Cuckoo smurfing is a form of money laundering whereby innocent parties make and receive legitimate payments but illicit funds are inserted into the process.
The concession contradicts Crown's previous stance that the inquiry should not make a finding that money laundering probably occurred in its operations.
Mr Craig refused to say whether the casino giant accepted the practice was regularly occurring through its accounts: "What can't be done, based on [the two reviews], is an identification on whether any particular instance of a transaction is or is not money-laundering".
Statements outlining the backflip were only filed to the inquiry at 11pm on Tuesday, despite the investigation now entering its 10th month and infuriating Commissioner Bergin.
She said the information detailed "should have been produced last year, or in February, when the material was summoned" and that the delay itself was relevant to her decision on Crown's suitability to hold a casino licence.
She ordered Crown hand over legal advice in which top six law firm Minter Ellison appears to have suggested that a review of the two shell accounts were not necessary despite media reports that criminals may be using them for money laundering.
The seriousness of it cannot be understated It is a most serious development. The inquiry has previously heard that Crown repeatedly failed to review suspicious transactions in the two accounts, despite both ANZ and Commonwealth Bank shutting them down due to suspicions of money laundering.
Counsel assisting the inquiry have previously said that Crown's "reckless indifference" to money laundering risks means the company should be deemed unfit to operate the casino.
The NSW inquiry is one of three regulatory investigations currently under way into Crown's operations. AUSTRAC is investigating whether Chinese VIP junket operators with links to organised crime used the company's Melbourne casino for money laundering and other criminal activities.
